OMQ · The 4-Stage 720-Point Modular Factory Audit
Four Stages.
720 Points. 16 Hard Gates.
Every offshore modular building manufacturer in the OMQ register is assessed against the same 4-stage, 72-criterion, 720-point rubric — administered by Factory2Key and Unison Modular as a joint venture. Sixteen of the 72 criteria are non-negotiable hard gates: a single fail disqualifies, regardless of total score.

Why This Audit Exists
The Trust Gap, Quantified
Every Australian developer, builder, housing authority or funder that has tried to engage offshore modular manufacturers directly hits the same six-point wall: language, standards mismatch, opaque capability, certification pathway uncertainty, no continuous monitoring, no accountability layer.
The 720-point audit is the structured trust layer that replaces guesswork with evidence. A factory's score is not a marketing label — it is the output of 72 separately-evidenced criteria across four stages, with 16 hard gates underwriting the floor.
Buyers and funders see a number that means something. Factories see a structured improvement path. F2K and Unison Modular maintain the standard, the language layer, and the certification pathway — and earn the integration fee only on completed homes.
The Scorecard
Four Stages, Eighteen Criteria Each
The 720 points are evenly distributed: 180 points per stage, 18 criteria per stage, 10 points per criterion. Stages are ordered by what funders look at first — ownership and governance up front, then financial standing, then manufacturing capability, then compliance and certification.

Evidence Anchors
0 / 5 / 10 — and why 5 is the self-attestation ceiling
Every criterion is scored against three anchors. A score reflects the strength of the evidence, not the manufacturer's self-assessment.
0
No evidence: refused, unverifiable, or materially non-compliant
5
Partial / self-attested: provided but not independently verified — caps here
10
Independently verified: current, third-party confirmed documentation
Tier 1 eligibility (warranty-eligible) requires independent verification on every hard gate and on the majority of weighted criteria.
Criteria and stage weightings are reviewed annually by the F2K × Unison Modular OMQ standards committee. Changes are versioned (current: v3.0, May 2026) and existing factory scores remain valid under the version they were audited against.
The 16 Hard Gates
Non-Negotiable. A Single Fail Disqualifies.
Sixteen of the 72 criteria are hard gates. A score below 5/10 on any single gate fails the entire assessment, regardless of total. These are the criteria where partial compliance is not acceptable to Australian funders, councils or insurers.
Five-Phase Pipeline
How the Audit Runs
The 720-point scorecard is the same at every phase of the pipeline. What changes is who or what runs the assessment. Phases 1 and 2 are agentic — manufacturer-driven self-registration with native-language AI guidance, then auto-generated draft DD report including the automated multi-regime screening. Humans (F2K + Unison Modular) only enter at Phase 3, after the platform has done the data gathering, translation, scoring, and gap analysis.
Phase 1
Agentic Self-Registration
智能体自助登记
60–90 min · pausable
Manufacturer completes a chunked questionnaire in their native language covering all 72 criteria across the four stages. Voice agent guides; uploaded certificates are OCR'd and translated. Hard gate criteria (UBO disclosure, ISO 9001, sanctions screening) are flagged early.
Cost: Free
Coverage: Open globally
Phase 2
Auto-Generated Draft DD Report
自动生成尽调初稿
Same-day after submit
Platform scores the submission against the 72-criterion rubric, runs automated multi-regime sanctions and trade-restriction screening, cross-checks evidence, generates a bilingual draft DD report, and pre-builds a Phase 3 interview agenda.
Cost: Included
Coverage: Every Phase 1 submission
Phase 3
Phone Due Diligence
电话尽职访谈
60–90 min · video call
Bilingual interview by F2K + Unison Modular. Three buckets: claim verification, depth probes against weak stages, red-team scenarios. Decides whether a physical visit is justified.
Cost: Included
Coverage: Manufacturers passing Phase 2
Phase 4
Physical Site Visit
实地工厂访问
2–3 days on-site
Two to three days on the factory floor with the Unison Modular bilingual assessor: line observation, random module file pulls, calibration audits, worker conditions walk-through. The eyes-on layer that desk review cannot replace.
Cost: A$5–10K

Quality Model
How the 720 Points Stay Honest: Three Layers
A defensible rating cannot rest on a single source of truth. OMQ combines a structured 72-criterion checklist (consistent across all assessors), Unison Modular's regional field intelligence (eyes-on observations no checklist can capture), and senior bilingual expert verification (judgement reserved for genuinely ambiguous calls). Every score is the product of all three.
Layer 1
Structured Checklist
4-stage, 72-criterion, 720-point evidence-backed scorecard run identically for every manufacturer. 16 hard gates (UBO, sanctions, ISO 9001, AU references, NCC pathway, fire performance, CodeMark) catch ineligibility automatically.
Layer 2
Regional Field Intelligence
Unison Modular's bilingual assessor on the factory floor captures line behaviour, document handling, worker conditions, and what gets shown vs hidden during the tour. Typed live into the assessor console — no paper, no transcription.
Layer 3
Senior Expert Verification
Shanghai-based architect-qualified bilingual expert reviews the full evidence pack, runs the Phase 3 phone DD interview, and signs off on every recommendation. Judgement is deployed only where the platform and the field flag genuine ambiguity.

Common Questions
FAQ
Is this audit free for the factory?
工厂参加审核是否免费?
Phases 1, 2 and 3 (self-registration, draft DD report, phone interview) are free for the factory — F2K and Unison Modular invest in qualifying you. Phase 4 (physical site visit) is the only billed audit, A$5–10K, and only happens if the factory clears Phase 3. F2K's only ongoing fee is a 12% integration fee on completed homes — never on quoted or notional projects.
How long does the whole pipeline take?
整个流程需要多长时间?
Phase 1 self-registration: 60–90 minutes online (chunked, pausable, voice-agent assisted). Phase 2 auto-generated draft DD report: same day. Phase 3 phone DD: scheduled within 5 business days of submit, runs 60–90 minutes. Phase 4 site visit: scheduled in regional cohorts, 2–3 days on-site. Phase 5 induction: cohort event 1–2 times per year per region.
What does the 720-point scorecard cover?
720 分评分表包含哪些内容?
Four stages of 18 criteria each, 10 points per criterion: Ownership & Governance (180 pts, 6 hard gates), Financial Standing (180, 3 gates), Production Capability (180, 4 gates), Standards & NCC Compliance (180, 3 gates). 72 criteria total. 16 hard gates. Each criterion scored against three evidence anchors: 0 (no evidence), 5 (self-attested), 10 (independently verified). Self-attestation alone cannot score above 5 — Tier 1 requires independent verification.
What is a hard gate?
什么是硬性门槛?
Sixteen of the 72 criteria are hard gates — non-negotiable items where a score below 5 fails the entire assessment, regardless of total score. They cover UBO disclosure, multi-regime sanctions and trade-restriction screening, modern slavery exposure, audited financials, product liability insurance, ISO 9001, AU project references, NCC compliance pathway, fire performance, CodeMark — the items where partial compliance is not acceptable to Australian funders and councils.
What languages can I submit in?
可以用什么语言提交?
Simplified Chinese (简体中文) and English. The form auto-toggles based on your selection. The OMQ programme's bilingual assessor (Shanghai-based, architect-qualified) reviews submissions in the original language — no machine translation in the scoring path.
What happens if I score below 360 or fail a hard gate?
如果总分低于 360 或某项硬性门槛未通过会怎样?
You receive a structured gap report identifying the criteria below threshold and a 90-day improvement plan. Below-360 total: re-submission is free at any time. Hard-gate fail: a 12-month cooling-off period applies before re-assessment, because hard-gate failures (e.g. a sanctions hit, missing audited financials, no ISO 9001) cannot be fixed quickly. The gap report itself is the value — it tells you exactly what Australian buyers will demand.
Will my factory data be shared publicly?
我的工厂数据会被公开吗?
No. Public listings show only: factory name, city, primary typology, OMQ tier (1 / 2 / 3), and OMQ registration date. Detailed audit data is available to subscribed buyers only and never to your direct competitors.
How often is the rating refreshed?
评级多久刷新一次?
Sanctions and trade-restriction screening re-runs automatically every 90 days against the manufacturer's name and country. The full 72-criterion assessment is repeated annually. Trigger events (ownership change, financial covenant breach, sanctions hit, regulatory action, factory relocation) force an immediate out-of-cycle review.
